I need to record a static pallet weight that is added to my shipping documents - any suggestions on

I have my package and liquid weights stored at the item master, but I also need to include the pallet weights for shipping per a government requirement in the country that I am implementing Oracle R12 (with WMS enabled).   I cannot seem to find anywhere that I can have the static pallet weight to add to the shipping documents for the gross weight, tare weight.
