Unable to Apply Hold on the Sales Order

Unable to Apply hold  for a Sales Order

Hi Friends,

I am trying to apply hold on a Sales Order which is in 'Booked' status and Transaction_type_code='ORDER'.

Upon navigating to the Sales Order in 'Quick Sales Order' screen, I click on Actions Tab and then Choose the Apply Holds option.

Upon clicking the find button to choose hold name from LOV, no options are coming to choose from. I have compared the hold setup in this instance

with another instance in which i am able to perform this Action without any difficulty. The setup in the problematic instance looks to be fine.
