Changing Stage Subinventory at Order Level

Hi -

How can i change default stage subinventory at order level ...

Please suggest solution rather than creating release rule , Because i want to launch pick release from transaction form [Shipping > Transactions] to have the full ability to change the Quantity.

Using Release sales order form enforces to pick all the order at once.
