Rman connect auxiliary error = listener status BLOCKED

I have followed all the directions for duplication using Rman however I can not connect to the Auxiliary database in the nomount mode because the listener say it is blocked if i mount it it becomes unblocked and I can connect but the duplicate command returned  auxiliary must be in nomount mode!!!  any clues would be most apreaciated before I lose the rest of my hair.

Oracle 11.2.0.3 all on same host 64 bit windows Server 2008 R2 Enterprise service pack 1
