12.1.3 - What controls what price list and currency defaults into Charges>Pricing Rules

We are associating a service contract to SR under charges pricing rules tab but the price list and currency is not defaulting properly.  We turned off custom rules to rule out any personalization which may be causing the issue. 

What controls what price list and currency defaults in the pricing rules?
