Project ID is invalid after CREATE_DRAFT_budget or UPDATE_budget_line API

WWhen calling Apis from a program run as US responsibility, it works for US projects but not Canada.  Is this a restriction of budget security by OU or do I have to call setting globals in the program multiple times run calling API for different OU?
