R0092 creates F0092 bitt no F98OWSEC?

R0092 is used to create F0092. However, the F98OWSEC are not created with this report. We are implementing HR module and all Employee (ABAT1 =E) is expected to have a user profile (F0092 and F98OWSEC). R0092 creates the F0092 (600+ records) but no F98OWSEC.

What process can we follow to create the F98OWSEC without manual intervention?

Please help.
