r12.1.3 Does the Mastercard CDF Load and Validation process inactive credit cards records?

Hello

In the bank file we receive of our Credit Card transaction, a record type 4300 is created when a credit card number is activated AddressMaintActoin = "A" to add.

When AddressMaintActoin = "I" for inactive on the 4300 records, the credit card record is not being updated.  Therefore, if we have fraud on a credit card and the bank inactivates and then issues a new credit card number, the employee seems to have two active credit cards.  How is Oracle suppose to be updated with cancelled card information?

I thought maybe I needed a code set to add "I" to it, but I can't find any.  Is the Mastercard CDF Load and Validation program suppose to automatically process the 4300 inactive record?  If so, how does it process terminated credit cards.  Note - this is not a terminated employee - just the credit card itself is cancelled.
