How can I tell who is using a mobile responsibility

Can anyone tell me how I can establish who is logged on and using a mobile web application responsibility? Is there somewhere I can find out when users are logging in / out of their apps? We are using WMS to perform some transactions and need to know who is using the mobile devices and how frequently they log in and out.
