Cost Manager Monitoring

We are using EBS version 12.1.3

The cost manager went down and become inactive couple of days ago. Since there is no notification generated to tell us that the cost manager went down, we do not know. So, is there an automated methods in oracle already that we can use to monitor this cost manager? Will there be any script we can use or set a job to tell us? Please advise. Thank you very much.
