Bank Account Setup missing bank account owner

In setting up a new bank account when I get to the setup bank account>bank account owner and user the Bank Account Owner contain no values.  There are no legal entities in the search function.  We only have one and even when I type the name in it does not populate.  Any help is greatly appreciated.
