If the profile ICX: Date format mask can set in responsibility level?

The "ICX: Date format mask" is set to YYYY:MM:DD at Site level. We want this format to be changed to DD-Mon-YYYY for Payables Super User responsibility.
YYYY. However the date format is not getting changed.


Found Bug 14484391 - 'ICX:DATE FORMAT MASK' PROFILE NOT WORKING AT APPLICATION LEVEL , but no finding if the profile is not workable in Responsibility.

Pls kindly help.
