does anyone had troubles in log server rsyslog with discarding packages?

I have a log server rsyslog OEL 6.5, Red Hat kernel, with approximately 1100 clients.

The server has low CPU utilization, low load, memory is OK, apparently disk is OK too.

But eventually, it discard UDP packages and less performance until stop.
