OTL Retro Batch does not have any Lines associated with it

in Payroll and OTL - EBS (MOSC) Question

In reviewing the OTL Retro batches created in our environment, when I view the 'Element Lines' there are not displayed and when you click on 'Find' button, nothing is found.

Can a Retro batch be created with no lines?  If so, I am assuming these are 'OK' to purge.  We do not use Oracle Payroll, but ADP.  We have custom programs to pull the data from the tables to upload into ADP.  I just want to confirm the Payroll team is not missing any data.
