Installing EM 12.1.0.4 OMS home to new server

I currently have EM 12.1.0.3 running on a Windows server that has reached the end of its maintenance life.

Can I install Em 12.1.0.4 onto a brand new Windows server, and continue to use/upgrade the existing repository?

The repository exists on a database server.

I have attempted to install 12.1.0.4 but receive an error on the database connection page.

It tells me the database does not contain a valid Management Repository.

I know that it does, but it is 12.1.0.3.
