Fixed field size

Is there a way to lock the form, field, or image size so it always the same size no matter what size the browser window is?  We are trying to use a pdf form as an image and overlay fields on top of the image, but everything shifts depending on the browser size.  Is there a way to prevent this with fixed width settings or something similar?
