Commit consumer Sales Order to Manufacturing Purchase Order

I am part of team that is investigating a better way to make sure that a Sales Orders product promised delivery date is honoured. Ie Make a promise, keep a promise.
I have a question that I’d like to open up for feedback and advice. Is there a way to link a Sales order to a Purchase Order – with key rules to address – needs to include Goods in transit, needs to include between 1 and up to 4 supply chain stock movements between end customer and factory supplier, needs to take in items on forward PO’s, needs to include available SOH at each Branch Plant.
