Is anyone else experiencing PERS_EMERGNCY_CONTACT_SYNC not messaging country code in EMERGENCY_PHONE

We are seeing a lot of traffic with international students entering country codes in EMERGENCY_PHONE table, that PERS_EMERGNCY_CONTACT_SYNC is failing to message from Campus Solutions 9.0 to HCM 9.0.

Country code in EMERGENCY_CNTCT table (part of the same message) messages fine.

Has anyone else seen this?
