No standard pack for item when creating orders using P4210
Problem Description

Sales Order standard application P4210 is sending emails even when an item has been setup not to recommend carton. (please see attached document for recreating the issue).
Steps to recreate:
1. The doc type SO is set to recommend standard packs in P40040.
2. Setup in P46011 for an item is set to have no carton recommendation.
3. Created an order using P4210 and found that it is populating F4615 however it sends an email saying no standard pack information could be found as this is not setup for that item. This results in sending an email for each order line saying that no standard pack for item. Is there a way by which we can avoid P4210 in recommending standard carton and sending this email?
