Is this attached approval rule possible

The attached spreadsheet is a aspirational approval rule to merge two approval rules to accommodate a new structure. I have created one in a test environment ; a) it doesn't look right and b) it doesn't work.

We use approval hierarchy and we are on 11.5.10.2.
