Transportation Integration Xref Application

in Oracle Transportation Management (MOSC) Question

We are trying to implement OTM and part of the setup includes setting up the Xref for E1 Internal Values and External Values.  We have setup a <BLANK> in the P49T01 as the Internal Value for Currency Code and have USD as the External Value as our F4211.CRCD value is <BLANK>.  R49T10 is generating an XML that has a <BLANK> value and is not passing in USD.  All other Xref data is being set up as noted in this application.  How can we get <BLANK> to translate?
