In Oracle Demantra 7.3.1.5, Worksheet for Level not visible

I am trying to make an embedded worksheet and when I select the level 'Region', on which I want to embed the worksheet, I can't see any available worksheet. However, When I check Components -> worksheets for Levels , many worksheets are selected for 'Region' Level. This issue is coming up with 'Region' level  only and I am able to embed worksheets at other levels. Only difference I can think of between Region and other levels (for which I am embedding worksheets) is that we have this level twice in  Demantra, One is seeded while other is Custom. We are
