BI Publisher report with RTF template performance issue

Hi,

There's a report which output format is pdf and generated by xml publisher. Template file is a RTF file. Client needs to put a 40-pages of terms & conditions(T&C) at the end of output file.  All those T&C pages are static paragraphs. Before we add the T&C, the concurrent  program runs very fast. It only takes 10 seconds for each request.  But after we add the T&C in the RTF file, the concurrent program gets be super slow. Each request needs over 10 mins to be completed.  Client doesn't accept the performance. So please help to check why performance
