Is there a way to restrict WO Completion with out using AME?

We have a requirement that any Maintenance personnel be able to create work order and release/Update/charge/ WO, but ONLY certain individuals (Managers) should be able to complete the WO.

is this possible without using AME or customization? I see that any user who have Maintenance super user responsibility will be able to complete it. We just don't want this.
