EBS 11i to R12.1.3 upgrade with localizations

Hi,

We upgraded one test instance from 11i to R12.1.3 .    The test instance had localizations related to Brazil/ france and India.    We did not apply any pre-req patches for localization in 11i prior to upgrade.   Now we are facing some issues .   My question is

1) Are there any patches that we need to apply before upgrade?

2) If we miss to apply these patches,  can we apply this post upgrade  to resolve the localizations issue
