Questions About RAC 11gR2, sqlnet.ora and listener.ora Files

Hi, DBAs

I have 11gR2 Clusters on rhel5, x86_64.  One of the RAC databases is logging timeout errors for client connections, and the question of increasing timeout settings in sqlnet.ora came up.  Specifically, we talked about INBOUND_CONNECT_TIMEOUT.

TNS_ADMIN=Grid Infrastructure Home/network/admin, so listener.ora, sqlnet.ora, and tnsnames.ora are maintained in this location.  Is it correct that any updates to sqlnet.ora belong only on this TNS_ADMIN location?

Is there any purpose to using the RDBMS Home/network/admin location for a separate sqlnet.ora file?  Are there sqlnet.ora parameters that belong only in the database version of the file versus the one off Grid Infra Home?
