HS&E: JDE HS&E Incident Management for remote sites

Hi All, Just want to understand how will JDE HS&E work for remote sites with little or no connectivity? and also about capability in JDE to take incidence entered offline using mobile devices which will then get added to JDE database once mobile devices comes in contact with a broadband connection.?
