HS&E OVR: Incident Attributes

Hi All, I have a Q regarding HS&E OVR: Incident Attributes. Please refer the attached images. These are before and after images of a filter I did on one of the data set. The filter value shows up but not the description associated with it. Is it a bug or there is a logic behind not showing the description?

Also, how is BU/company level security handled in OVR? If there is a OVR report showing top 10 business units based on some parameter and the person running the report has only access to 4 BUs, what info will he see on the OVR?
