Expense Report Comments - when selecting "Save Changes"

For EX 9.0, When adding comments as an approver and clicking "Save Changes" to an EX report, the comments do not appear to save when I navigate away and return to the report. Is this working as designed?  Comments are working fine when approving or denying, just not when saving changes (prior to approving or denying).
