How to import TC from Old LEGACY SYSTEM IN EBS GL

My client is a public sector state implementing EBS public sector version, Client has some unique requirements for GL  have any one has any advise how to use Transaction codes in Non Federal client , All ideas and suggestions are welcome

  1. Support transaction based governmental accounting system, which supports encumbrance accounting. 2.Support Appropriation control,

       3.Tracking of revenue against revenue estimates

2: Support transaction code decision table that associates edit indicators which contain values defining encoded input data field formats
