different date format for different country in dunning letter?

we are in 11.5.10.2.  We have dunning letter BI template and India translation.   However, we have a requirement that if the dunning letter is printed from India, the date format should be 10/10/2014.  As of right now, the XML data from dunning letter has '10-OCT-2014'.

Since we are still in xml publisher 5.6.2, I cannot use format_date() function.  So is that possible to "convert" the data in BI template in  5.6.2 version?

If BI template is not the right place to convert the date, where will be the next best place?  I am even consider to update the rdf file so it will create a correct data format for India sub.  But my BSA told me there is no setup for customer link to their own address format.... That seems odd....
