repair order and wip job in different orgs

we are exploring options of different orgs to create service order , wip job and wip job completion . Here is our example scenario

·         Customer item receiving shall happen in 111XXX( RMA org)

·         In the logistics line warehouse field should be 111XXX ( RMA Org)

·         WIP job would be created in 001

·         WIP job completion would be completed in 001

·         Shipping would happen in 111XXX(RMA orgs)

As standard these things are controlled by profile options and we hit a roadblock while doing some testing.  we have created a new responsibility called bulk receiving and set all the required profile options so that when bulk receiving program completes logistics lines gets created in 111 and then wip job in 001. But for some reasons bulk receving is happening but not receiving and logistics lines are in booked status only
