Using Form Personalization need to Apply Particular Hold on Order Header Level After Book Order is P

I have a requirement for Form Personalization to Apply Hold on Order Header when User will Click on Book Order Button.

I am using the Event

OM_POST_BOOK_EVENT

In Action I am calling CustomProgram to Apply hold but Hold does not get applied and Even after Book Order is Clicked the Order does not get booked and status us still entered.
