PRC: Generate Performance Scores and Notifications , Exception area is blank

in Projects - EBS (MOSC) Question

I am trying to create a Scored Exception in Ke Performance Area in Orale Projects. When I run the PRC: Generate Performance Scores and Notifications, I want the notification to be sent to the manager if the ITD Spent is over 80%. I defined this rule in Performance Rule and Key Performance Area but none of the rule is getting picked in the notification. All Scored Exception Area is blank.

Please let me know how I can get this working.
