Restrict Users to enter only 7 fields in the Item Master.

The Need

Currently we have one Item Master Department handling the Item Master entry and update. They have Inventory Module and all the other users have view only feature. We have a new requirement where we want to enthrust the data to be entered by users other than the Item Master Department.

Eg.

We want the Buyers to enter the Buyer information and the Pre-operation and Post Operation lead times.

How can we restrict this in Oracle Application Release 12.

PS. I tried using Forms Personalization but it works to Hide or make a Field Required. It does not work using  Enterable and Non-Enterable PROPERTY NAME in Forms Personalization. .
