Cannot "View Requisition Details" link when I get an email notification for a requisition.

The approver cannot click on the "View Requistion Details" link to view the Requisition Details under iProcurement. The user is set up as an approver and does not have iProcurement functions in his responsibility. Is that the problem or is there something else I need to do to allow this user to view the requisition detail from an email notification.
