Cannot change value of profile from forms, Can change from backend

We created a custom profile for using in our programs.

Hierarchy Type: Security

Visible and Updateable at Site, Application, Responsibility, User.

User Access: Visible, Updatebale.

We can update the profile from backend code using fnd_profile.SAVE() function.

We are committing after calling the function.

But when we update the profile from Frontend form, the value is not getting saved.

Why is this happening? We are on 12.1.3.
