human resource budgetary control

in Projects - EBS (MOSC) Question

hi

we set up non-integrate budget with budgetary control and check the effect of PO and PR and both of them reduce the funds available but our main problem is :

we are a company that our main resource to plan and to use in projects is people and we should control the human resource budget .

please help me what should we do?
