R12.1.3 - India Localization for CIP costs

We are on R12.1.3. We collect all the CIP costs in Projects including supplier invoices. Our India Business have to accrue on receipt rather than at month-end. Does India Localization allow accrue on receipt to be interfaced to Project Costing. Does the destination type require to be expense?
