Interim Coverage Employer rate - Need to be Made zero

I Need help with this issue. - We are running into open enrollment date, and have a come up with weird requirement that I haven't seen so far.

This is a HSA plan, where both Employee and Employer would contribute toward their HSA account. We set this plan last year and everything is working ok with plan.

However this year, we have come up with a requirement to Suspended the HSA plan until the , HSA bank opens account for the employee to Contribute. Once the account is open, we will receive a certification, which will start sending the premiums biweekly to deposit into HSA Account.
