I tried setting up a product fiscal code tax exception and it is not working.

I tried setting up a product fiscal code tax exception and it is not working. It is using the original rate for that jurisdiction instead of the special rate. I made sure that 'Allow Tax Exceptions' was checked at the regime, tax, status and rate levels. Not sure what to do next.
