Report on number of contacts per account even if that number is zero?

Hello,

How can I make a simple report that shows the number of contacts per account even if that number is zero? I have been able to use both the metric field "# of Contacts" found in Advanced Custom Objects section, as well as the Count function in the Account Contact History section.  Both methods will show the number of contacts associated to an Account, but at the same time will filter out Accounts with zero contacts.
