Contract/Contingent worker able to approve PO without position assignment

Dear Friends,

We are using Position Hierarchy for approving Purchasing Documents.

I have encountered a scenario where a contingent worker is able to raise and approve POs without any position assignment?

assignment_type = 'C' in per_all_people_f

position_id in per_all_assignments_f is blank

Ideally when using position hierarchies, approval limits are derived based on Position assigned to the person who is submitting the document for approval.

Could any one explain this?
