Copy Setup or Remove Transactions

Hello Experts,

I need your valuable suggestion for the below scenario,

Customer is on R12. All the setup exists along with transactions. But unfortunately user was not using oracle as expected and no period is closed since last 2-3.

They don't want the transaction data as it will be practically impossible to close huge number of periods which were not closed since last 2-3- yrs. Could you please do let me know if there is any way to copy only the setup data so that user can start fresh with existing setup.

Below are the details,

    R 12.1.2 was implemented in 2011 but client is not using it fully.
