Keep getting FS-10890 Oracle services for MSCS failed during the get_list operation

I keep getting the following errors when just trying to expand a group or selecting anything on Oracle Fail Safe Manager:

 

FS-10890 Oracle services for MSCS failed during the get_list operation FS-10016 Failed to enumerate the cluster resources. I have to keep rebooting the server to clear these errors.

 

This is a new installation of  Oracle Fail Safe 3.4 on Windows 2008.
