Repartition of scan_vip and scan_listener on nodes

Hi all,

Need help for best repartition about scan_vi and scan_listener on  Nodes(ubp01a,ubp01b)

When CRS started all my scan_vip and scan_listener switch to only one node(ubp01b) like this:
