Hard commit from license plates or items on license plates?

E1: 46L: License Plate For 8.11 and Above (Doc ID 1052129.1) - Note: Sales Order Entry cannot hard commit from a License Plate or Items on a License Plate.  Since Mix-LPN can be found in the warehouse, the items need to be removed from the LPN before it can be hard committed from that location.

Can anyone provide more clarity on why sales order entry cannot hard commit from a License plate or items on a license plate? I understand there is no field on the sales order to indicate which license plate to hard commit from but are there other reasons?  Is the same true for hard commits on work order parts list?
