Create Customer Button on Oracle REceivables web window

Good day.

We are working to implement the R12.1.3 version of Oracle.  A number of our responsibilities allow for the Create of a New Customer and Create Account on this web window.

IS there any way that the [Create] button can be greyed out or hidden and still leave the [Create Account] button available.  The idea is to move customer creation to a central point and the users can then create their own account to match their internal needs, but not be allowed to change the original set up.
