Merge Account and contact through web service call (EAI) made from external system

Hello -  Today we've a batch EIM process that merge accounts and contact

We've a requirement where our customer master (informatica) system will merge accounts/contacts first and then make web service call to Siebel to execute merge.

Can we do this using Web service call? I'm searching bookshelf  but can't find any information

We're using Siebel eMedia application and are on 8.1.1.9 version

Appreciate any help.
