Do UDR's in V10.0 need BI Publisher

Hi, can anyone please assist me with understanding if UDR's in V10.0 need BI publisher and what benefit BI publisher provides?

Does it provide better graphics for dashboards?

Does it enable the base template for UDR's to be modified?

Are BI publisher reports and UDRs separate?

How are BI publisher reports accessed? Is it in the tree structure as UDRs are now or is it via a URL that is published on the dashboard?
